Advocate Dharam Malhotra passed his LL.B. degree and Post Graduate Diploma in Personnel Management and Labour Welfare with 1st Class from Himachal Pradesh University and practicing as Advocate with effect from 12th October 1983 at District Courts Chamba. He practiced at erstwhile HP State Administrative Tribunal Shimla since its inception till it was abolished. He has conducted thousands of civil, criminal and service cases till date with excellent results. He has written books An Archaeological History of Chamba and Historical & Archaeological Chamba which were published in America. He is an educationist and Chairman of the prestigious Bhartiya Public School Chamba. He has conducted cases before the Hon'ble High Court of Himachal Pradesh and Jammu & Kashmir
